• http://www.hotspotsystem.com/en/hotspot/free_hotspot.html has free version for people giving away internet, and paid version for people selling wifi. It is based on chillispot

• http://www.chillispot.info/ is a defunct project and replaced by http://coova.org/CoovaChilli and a custom OpenWRT http://coova.org/CoovaAP

• There is also WifiDog which has a central management server http://dev.wifidog.org/wiki/Features. This one seems to have better docs and support for Debian. http://dev.wifidog.org/wiki/doc/install/debian
